Disable plasma tooltip balloons

With KDE4, some users wish to disable the plasma tooltips, or have some control.

Bug 211593 - Disable plasma panel tooltips has been marked resolved and fixed, but I don't know when it will appear in a release, 4.4.4 possibly?

Meanwhile, these 2 patches have been culled and will apply to kde-4.4.2 and kde-4.4.3, and tested on kde-4.4.2.

The functionality is to change the delay before the informational tips show and the minimum value of -0.1 seconds also means "Do not show". The default delay is 0.7 seconds.

The setting affects all plasma tooltips including cashews, the clock, the volume control, and others.

An alternative to "Not showing" is to make the delay long enough that one can intentionally choose whether to see the tooltip. For example, setting the delay to 3 seconds means that the mouse has to hover 3 seconds in one spot before the tooltip is shown.

The bug report suggests a future possibility:
